Road improvements have several positive socio-economic benefits which determine the feasibility of road projects, but no universally accepted methods exist for quantifying them. The World Bank commissioned a study in Papua New Guinea in 2014 for ranking 11 road projects in priority order. Finnish overseas consultants (Finnoc) developed a method for quantifying socio-economic benefits for the rehabilitation of each road.
