Regulatory impact analysis of transport legislation in Germany

Since the 1970s impact analyses of railway, waterway and road infrastructure have been carried out within the framework of the Federal Transport Infrastructure Plan (FTIP), which is the basis for the strategic transport infrastructure planning in Germany. It is an integrated, intermodal plan which covers a planning period of about 15 to 20 years. Within this plan the Federal Government has to prove the profitability and necessity of investment projects. In addition to the economic evaluation based on benefit-cost-analyses, all projects have to be assessed via an environmental and nature conservation analysis including an environmental risk assessment.Regional aspects of the considered investments are determined extensively by means of a spatial impact assessment.
