The meeting was held within the framework of the face-to-face meetings of the Council and the Executive Committee of the World Road Association (PIARC) held twice a year in various countries selected by consensus by the members of each National Committee. On this occasion, following two years without a face-to-face meeting due to the COVID-19 pandemic, a National Committee meeting was held in Dakar, Senegal on 7 and 8 November 2022, and attended by 23 of the 49 countries with National Committees, specifically Germany, Algeria, Austria, Australia, Belgium, Benin, Canada-Quebec, Korea, Ivory Coast, Slovakia, Spain, France, Hungary, India, Japan, Mali, Mexico, Poland, United Kingdom, Czech Republic and Tanzania, as well as Senegal itself of course.
