Lessons in managing emergency situations learned from various disaster expériences

Recently, the world suffered extreme and combined disasters. Because of their unusual occurrence, countries have difficulties to develop their readiness against such hazard situations. Recognizing this background, research on Analyze how risk/emergency management is undertaken from case studies of combined/large scale hazards (e.g. earthquake/ tsunami, earthquake/landslide) was included in the 2012-2015 PIARC Strategic Plan. This task is currently undertaken by Technical Committee 1.5 Risk Management. A worldwide survey was conducted; it collected valuable experiences and lessons from recent hazard countries. This paper summarizes them and proposes recommendations to road authorities based on the result of the discussion in Comittee's Working Group 3.
