PIARC was founded in 1909, following the first International Road Congress held in Paris when it was the called the Permanent International Association of Road Congresses (PIARC). Bulgaria as a country was among the founders of the Association at that time and since then it was a regular member, but still not so active in reality. PIARC is, of course, well known among Bulgarian road experts and has its respect in the field of road science and in the engineering practice. In 2018, a group of engineers decided to dynamize the participation of their country in the Association and to begin the procedure of establishment of the Bulgarian National Committee, based on the existing Bulgarian Forum of Transport Infrastructure (BFTI).
