In the "White Book" reference document on transportation published in 2001, the European Commission had identified the topic of road safety as a critical issue going forward. In this context, a forum entitled "e-Safety" had been set up with the intention of deriving a shared and coordinated strategy for implementing Intelligent Transportation Systems that help improve road safety in Europe. The "eCall" system was proposed during these strategy-building sessions as a possible instrument for achieving such objectives.
